Mr.Mayerbeer accepted the presidents offer to become the CEO of the National police force for 24 months and then the position would be reconsidered. In order to address the ineffectiveness of the police force to address crime, Mr. Mayerbeer would have developed strategies. The prevention of crime in the country was affected by various things. Suppression of democratic forces affected the prevention of crime. Some people in the police force hindered the police effort to fight crime by preventing democracy. This increased the rate of crime as criminals walked freely in the country, and civilians were arrested.
The new constitution made the police force accountable to the government and citizens. The government and citizens monitored police activities. However, this was not effective due to lack of democracy. Also, the changing of the policies, values and culture did not have an effect on the police force. Instead, it increased cases of absenteeism, alcohol dependency and discrimination. Mr. Mayerbeer should have developed a strategic plan to help in the transformation of the police force. Leaders in the public sector and other areas like the police force should be strategists in order to help organizations achieve their vision and mission. Mr. Mayerbeer should have developed a vision for the national police force. He should have set goals on where the national police force should be in the future.
In addition, he should have determined where the national police force resources should be allocated like preventing crime, ending discrimination, alcoholism and absenteeism. After that, he should have given top priority to the strategic goals. The reforms initiated before failed due to lack of a strategic plan. Additionally, Mr. Mayerbeer should have communicated the vision of the national police force to the police officers in order to get their support. Mr. Mayerbeer should have evaluated the progress of the reforms and make the necessary changes (Young, nd).
Leaders in the police force include police commissioners should have various qualities. First, they should show concern for other people wellbeing and development. They should take account of issues affecting the workers and understand them. They should the employee interest before their own. Second, the leaders should empower, delegate and develop potentials. They should know the skills of the employees and utilize them to achieve organizational goals. They should promote employee development and recognize their contribution. Third, leaders should be transparent, consistent and honest. They should set and maintain standards. In addition, leaders should challenge poor performance and inappropriate behaviors.
For instance, they should not promote discrimination and favoritism as they hinder the police force from attaining their goals. Leaders should be role models to the entire force by displaying high standards. Fourth, leaders should have integrity and be open. Integrity and openness are vital in prevention of crime. Fifth, leaders should be visionary leaders capable of developing visions, communicating them and influencing employees to achieve them. Mr. Mayerbeer did not have some of the qualities needed to lead the National police force as he led a private company.
Though Mr. Mayerbeer was successful in leading the company for many years, his leadership qualities might not be effective in changing the police force. Mr. Mayerbeer ensured the organization followed sound business practices. In addition, Mayerbeer developed organizational goals and got his way in the interest of achieving organizational goals. However, Mr. Mayerbeer did not have some of the leadership qualities vital for police leaders mentioned (Dobby, Anscombe & Tuffin, 2004).
