Only part 139 airports needed an ACM. However, only a small number of airports needed ACM. Airport operations are important in the airport as they determine the operation of the airport. The introduction of federal airport certification in 1970s lead to the creation of the operations departments. The airport certification manual is essential as it enhances safety in the airport. All operating departments are supposed to keep the airports functioning safely and efficiently. The operating departments are supposed to carry out a wide range of activities including inspecting the airport daily and reporting problems. Also, the operational departments are required to inform users, employees and tenants of the current conditions and monitor corrections. They should also coordinate all activities. All airports should have a certification manual, but not a small section of the airport as the certification manual helps improve safety.

The airport certification manual will promote safety in the airports by encouraging regular inspections of various parts of the airports. The operations certification manual facilitates inspection of paved and unpaved areas, safety areas and personnel. It also encourages inspection of the markings, lighting and signs to ensure they are functioning effectively. The airport certification program enables airport operations officers to develop airport emergency plans and protect the public. Airports should have airport emergency plans to enable them respond to emergence situations. Additionally, the wildlife activity section of airport certification manual enables airports assess the hazard caused by wildlife and report problems. Wild life affects the safe operation of planes. All airports are supposed to carry out regular inspections to ensure customer safety, employee safety and public safety. Therefore, the airport certification manual should be implemented in all airports to ensure customers and workers are satisfied with the airport environment and services offered by airports (FAA, 2004).
