An emergency response plan is a plan that can be used in case of an emergency. Emergency response plans have become common in many countries. The emergency response plans are used to overcome disasters in the country. For example, countries have established emergency response plan to overcome floods, diseases and fire. The emergency response plan differs from one country to another. Emergency response plans are designed according to the template instructions. Also, emergency response plan are designed using the guidelines given in the Continuity of Operations Self-Assessment Tool. This paper analyzes the El Paso emergency response plan using the Continuity of Operations Self-Assessment Tool and template instructions. The paper determines whether the ELpaso emergency response plan follows the guidelines in the Continuity of Operations Self-Assessment Tool sand template instructions.


ELpaso emergency response plan

The emergency response plan is aimed at establishing policies, procedures that can be used to respond to emergencies in the city. Also, the emergency response plan also focuses on developing organizational structure that can be used to respond to emergencies in the areas. The emergency response plan is also supposed to overcome any emergency that disrupt operations in the area like floods, fire etc (Texas commission on environmental quality, 2010).


The emergency response plan descries the roles and responsibilities of different people in the city. The workers are required to work together so as to make the plan work. The emergency response plan can be used by schools other institutions in the city so as to overcome emergencies. The emergency procedures are developed to protect lives and property in the city through use of resources in the region. The emergency plan has been designed well to ensure effective prevention of emergencies as emergencies are always sudden and have no warning. The plan is flexible so as to accommodate different types of emergences. There are different types of emergencies (Texas commission on environmental quality, 2010).


The ELpaso emergency response plan is a city level plan that the city management uses to respond to emergencies in the area. The emergency rescue plan can be evaluated using the Continuity of Operations Self-Assessment Tool. The tool helps one evaluate the emergency response plan according to the guidelines provided. First, the ELpaso emergency response plan has a mission. The city management team has developed a good mission statement to guide them in their duties. The city management is required to respond to emergency conditions in a timely manner. All the members in the city management are supposed to help protect human lives and property. Also, the members are required to assess disasters so as to prevent any injuries or death (Texas commission on environmental quality, 2010).


The mission statement for ELpaso emergency response plan is capable. The mission stamen is inline with FPC 65 guidance. This is because the mission statement meets the requirement for FPC 65 guidance. The FPCX guidance helps federal executives and other agencies in developing contingency plans and programs and manage them. The city management has developed the mission statement well. Thus, the ELpaso emergency response plan is well developed. This is because it adheres to the guidelines provided by the Continuity of Operations Self-Assessment Tool (Texas commission on environmental quality, 2010).


Also, the emergency response plan contains functions. The city management team has identified the functions of the emergency response plan. The functions are outlined well in the plan. First, the ELpaso emergency response plan is supposed to protect the citizens from any danger like disasters or any other emergency. This will ensure the city management team preserves the lives of the citizens. Second, the city management team will use the ELpaso emergency response plan to protect property in the areas. It will work together with other people in the area to protect the property. It will protect the property from being damaged by fire, floods etc (Texas  commission on environmental quality, 2010).


Third, the city management team is supposed to asses the damage caused by any disaster or emergency. Also, the city management team is responsible for supporting health services and safety in the area. Lastly, the team is required to restore operations in the area. Emergiencies disrupt operations in the area affected and the city management team works hard to restore operations. The functions are supposed to be continued in future without any disruption so as to ensure the objectives stated in the emergency response plan are achieved (UTEP, 2010).


Moreover, the city management team has delegated duties to different people in the agencies so as to ensure effective response to emergency. For example, the city management has divided duties among the personnel in the agencies. The city has also deployed other personnel’s to other regions in the city. This is to ensure that the city management team prevents emergences effectively (UTEP, 2010).


The emergency response plan is good as the city management team has shown the responsibilities of the personnel. The responsibilities of the emergency response team are diverse. First, the emergency management team is required to collect and analyze conditions through out the city. This will help identify any disaster in the area. The team will also identify resources needed and allocate them well so as to achieve the objective set. The emergency management team is required to request for resources from outside sources if the resources needed are not available. The responsibilities are outlined well and this makes it easy to implement the emergency response plan. This also prevents conflict on interest between the members as the members are aware of their roles (UTEP, 2010).


The emergency response plan incorporates various elements like the functions of each member in the city. The roles are distributed among the team members as shown above. This is to ensure that the members respond to emergencies well. Also, it includes the orders of successions. Orders of succession are important in any plan. The city management team is required to establish orders of succession and maintain them. The orders of succession ensure than the members of the city management plan know who has the responsibility and authority if the leadership is not available. This avoids conflict in the city. The emergency response plan has included delegation of duties to guide the staff. The staff has various roles to play so as to ensure the plan works well. The emergency response plan has described the orders of succession using titles. The order of successions is developed according to the hierarchy of management in the organization. Also, it has established the rules and proceders the officials must follow during succession (Sanger &Reed, 2000).


Apart from the delegation of duties, the emergency response plan contains the implementation plan and procedures. The implementation plan will help the city management team implement the emergency response plan in the area. The emergency response plan has three levels. Level one is aimed at overcoming minor incidents in the area. The second section is focused on overcoming any emergency in the region. An emergency is any serious event that disrupts operations in the city. The third section is supposed to prevent disasters in the region (Sanger &Reed, 2000).


The emergency response plan has vital records and database. The emergency management team is required to collect information about any disaster and record the information as per the guidelines provided. The information can also be stored in the database (Sanger &Reed, 2000).

Also, members are required to communicate with each other incase of any emergency. For example the leader should communicate with other members to inform them of any disaster and the measures to be taken. The communication between the members and the leaders is well established. For example, the members are required to use emergency communication systems to communicate (Soden &Steel, 1999).

The ELpaso emergency rescue plan includes a plan that helps the emergency management team order equipment that is not available. Emergency management teams are authorized to order for equipment that is not available. This is one of the duties of the emergency management team (Soden &Steel, 1999).


The ELpaso emergency response plan can also be evaluated using the Template Instructions. The ELpaso emergency response plan is developed well. The city management team developed the plan according to the template instructions. The emergency response plan has a mission statement. The mission statement gives the objective of the plan. Also, the emergency response plan has outlined the purpose of the plan and the scope of the plan. Then the emergency response plan has outlined how the members in the management team will work together so as to achieve the objective set. The ELpaso emergency response plan is developed well like other emergency response plan (Soden &Steel, 1999)


Conclusion

The ELpaso emergency response plan is well developed. This is according to the critique above. The Continuity of Operations Self-Assessment Tool and template instructions show that the emergency response plan is well developed. The ELpaso emergency response plan has a mission statement that contains the objectives of the plan. Also, the emergency response plan has a purposes statement that shows the important of the emergency response plan. Additionally, the emergency response plan has stated clearly the functions of the plan. For example, the emergency response plan is aimed at preventing human life, protection property and restoring operations in the area. Also, the emergency response plan is also supposed to asses any disaster in the regions and act before they occur.


The ELpaso emergency response plan contains delegation of duties. The plan has shown clearly what different members in the agency are required to do. For example, the members are required to look for other resources incase the resources are not enough. The ELpaso emergency response plan has shown orders of succession and the rules to be followed incase of succession. Hence, the ELpaso emergency response plan is developed well.
