   Service provision in Florida today is challenging and complex. Apart from services like housing funding, high rate of unemployment, food and education, the main challenges is health service provision and elderly care.  Florida State stands to bear the brunt of Sustainable Growth Rate, SGR fall out than any other state (Peltier, 2007, pp 56). This poses a major catastrophe especially to the elderly.  Florida has the highest number of Medicare beneficiaries but patients find it difficult to gain access to proper medical care.  Finding a physician is a problem to many patients. The elderly have been recruited in Medicare program yet the broken system of service provision still lingers. This is a looming crisis especially to the chronically sick and Florida seniors (Berkman, Gardner, Zodikoff, & Harootyan, 2005, pp 329).

Elderly care means provision of resources by federal state and in local level. This is for the purpose of fulfilling the requirements and special needs of senior citizens.  This is through housing provision, long term care, hospice care, adult day care and nursing home (Marshall, Long, Voss, Demma, & et al. 1999, pp 477).Local resources provided by the community and non governmental reorganization are one of the most suitable for the elderly (Callahan , 1998, pp 385.). This is because as the adults grow older they prefer living in their home but with time, they loose their function ability and require additional support.  Locally owned facility for elder care with help the elderly and at the same time ensures that the old are not taken away from the environment they are unfamiliar with. The local government should finance the care centers in order to sufficiently cater for the needs of the elderly (Gunn, & Gullickson, 2005, pp 8).
