The Comparison between NPR & PMA:

The key agenda in the National Performance Review (NPR) is to streamline government organizations and cut wasteful spending. The participants in the review process identified the challenging areas or areas with unnecessary expenditures and suggested solutions to resolve those challenges. Furthermore, they made specific recommendations to Congress and the executive bough to make the federal government more counterproductive, and efficient (Harklute Aurora, 1999).


On the other hand, the President’s Management Agenda (PMA) focuses on improving Government performance through the government’s wide initiative and program initiatives (The president’s Management Agenda, 2002). This agenda is formulated to meet the collective reforms in financial performance, strategic management of human performance, competitive sourcing, and budget and performance integration.


The outcome s of the NPR initiative got published after six months research. The report detailing the findings and recommendations for improvement indicated that the government implemented many of those recommendations. However, some sources argue that most of the employees went back to the initial positions, and a small staff proceeded on implementing the recommendations of the review.


The President’s Management Agenda on Information technology advancement compares to National Performance Review; on reengineering the public sector. Furthermore, reengineering in the civic sector is more complicated than in the private sector.  Reengineer means to use a computer and other information technologies to achieve the radical goals (Hillmann, n.d).  NPR concentrates more on the technological advancement while PMA eyes on other reforms such as competitive sourcing and budget and performance integration.


Basing on the concept “entrepreneurial government” the National performance management appears to be more effective since its technological initiative merges all other government’s initiatives. In addition, performance improvement using the reengineering aspect helps in improving management in entrepreneurial government (Entrepreneurship in government, n.d).
