Tactics

 “The tactics of the weak confound the tactics of the strong” is a statement written by Wilson, Kempfer, and Sullivan (2003) on their Journal the Fourth Generation war.  The authors mean that the global environment of today is based on the 4thGeneration War reality.  This is whereby, the United States confront fanatical opportunists, criminal enterprises, and terrorists with gang like networks go beyond national boundaries. The national states actors enforce military, crack security and legal bureaucracies.


The heavy weight investment on national security budget is mainly because of the offence towards the countries.  This is what Sullivan, Kemphfar and Wilson terms as the tactics of the weak that confound the tactics of the strong.  This high beget for the country’s security is mainly  due to the  September 11,  2001 attack,  the government had to increase it’s budget by six  times for prevention of offence and four times more budget for defense against offence(Wilson, Sullivan, and Kempfer, 2003).


The United States currently spends enormous amount of money for prevention, and defenses against offense in it’s annual budgeted.  In just three years there has been a 40% increase on security. This is well exemplified in the 2004 fiscal a year budget which was $160 million for the three security categories. This amount is much higher than the 2001 fiscal year budgeted for the country’s security. Much of the budgeted money has been spent in combating terrorism and for military operation in Iraq. Iraq, despite being highly targeted by the US, it till remains a  breeding ground for al Qaeda  and terrorists which  makes the US to spend more in terrorism combating (Wilson, Sullivan, and Kempfer, 2003)
