Request for Proposal: Electronic Health Record

Introduction

Technology has greatly advanced in the society today. It is being used in various sectors of work. Not to be left behind the health care industry has also been faced with the need to adopt various technologies. Our health care facility is determined to adopt relevant technologies that will be aimed at helping the clinicians and nurses to effectively deliver their services to the patients (Conn, 2010). Our health care facility is medium sized having been established five years ago. It mainly serves the local community but aspires to grow, expand and serve other neighboring communities. Being the only fully equipped health care facility around, we serve very many patients.


Currently, we engage in a lot of paper work as we do no have any system to assist in record keeping. All the patients’ records from the time of admission, to other factors like medication and surgical treatment as well as discharge records are filed (Hebda, & Czar, 2009).  These files have accumulated in the past five years to the extent that it is now tasking to find a patient files when s/he visits a second time. This has greatly hampered our service delivery as it slows operations in the facility.


Statement of Purpose

The facility aspires to adopt a new information technology system so as to improve on the efficiency and productivity of the facility. More specifically, the facility intends to integrate the Electronic Health Records (EHR) system into the operations of the health care facility.  The health care facility desires to adopt a system that will not only be used to document the care accorded to a patient but also keep records of financial and legal information that could be easily traced if need be in future. The facility also desires to have a system that will enable informational sharing among the medical professionals. This objectives can only be attained if the facility adopts and effective EHR.


Unlike the currently used paper records EHR will save the nurses’ time they utilize filling out patient’s records on papers. By saving on time patients will be served quickly. The nurses will also have ample time on their hands to do other relevant tasks other than filling paper health records. It will also minimize the occurrence of overwork and fatigue among the nurses. With efficient IT software the nurses will have ample time to check on patients assigned to them thus becoming more productive.


The health care facility also aspires to adopt a system that will go along way in minimizing error in the line of duty. An effective system such as EHR allows for doctors to write the precise medication that patients want on one computer and the information is directly available to the nurse responsible for dispensation (Hebda, & Czar, 2009). The EHR should be continuously updated and available for use at any department in the health care facility.


Budget

Having received financial assistance as per the American Recovery and Reinvestment Act of 2009, we expect to work with a roof top margin of $ 40,000 for the duration of the software implementation. This amount is inclusive of purchasing of hardware such as notebooks, personal computers and tablet PCs for the health care professionals to use (Conn, 2010). The vendor will however have to seek the approval of the management of the brands of hardware that it will select for use in the facility. This will ensure that the facility only gets the bests and most satisfying equipments. The cost of training of use of the electronic health records system will be catered for by the facility.


Selection of Vendors

This will be done on a first come, fist served basis for all interested parties that will present their responses/letters of interested by the dater indicated below. The preferred vendor will be one how has unquestionable experience in software installation especially in the health care industry.
